<div id="description"><p>Carbon County Republican Women (CCRW) met for lunch at Fort Rockvale, Wednesday, June 10.<p>
The meeting opened with prayer and the Pledge of Allegiance<p>.
Guests for CCRW this month were Stephan Streeter, Billings Division Administrator from the Montana Department of Transportation, and Brian McCann, Field Right-of-Way Supervisor, project planners for the Highway 212 renovations.<p>
Two projects are in play right now, the Red Lodge to Roberts Project and the Rockvale to Laurel Project.<p>
The Rockvale to Laurel Project has completed the environmental impact statement.  The final document has been approved by Federal Highways and is awaiting "Record of Decision" out of Washington, D.C.<p>
The Plan is to jump to the railraod tracks, go up along the west bench and come back in by DeMors property, connecting back to the Rockvale intersection.<p>
A single two-lane structure will be needed over the railroad tracks and the basic highway will be four-lane.<p>
This project will take about two years to design; a design firm will, hopefully, be on board by the end of this year.  By 2012 the design should be completed.<p>
The route begins near Sweetheart bread store, goes over the tracks and, as already stated, returns to the Rockvale intersection by the DeMars property.<p>
There is no money earmarked for this project so the funding is coming out of the general highway fund for the Billings area.<p>
Four lanes are envisioned but the first priority is to try to get funding for just two lanes.<p>
Administrator Street was asked what the public can do to realize this project:  1. hold the Department of Transportation accountable and keep "making noise."  2.  keep inviting the project managers as speakers for events and 3.  stay informed.<p>
On a county level, what must be done is:  1.  go to county commissioners to get another speed zone study done, 2. go before the transportation commission to petition them to drop the speed limit, 3. study enforcement, which is crucial.  The question is who is going to enforce new speed limits and how.<p>
Other projects are the environmental assessment from Red Lodge to Boyd and the Red Lodge route from 8th Street to the 2-mile bridge, which needs to be widened.  Three round-abouts are projected.  Also, the road through Roberts needs to be revamped to address flooding issues, as funding becomes available, and improve the rest of the road.<p>
Also, from Columbus to Joliet there are two projects, one using stimulus money if right-of-ways are secured.  This is in the final stage of planning.  The first part is scheduled to begin this fall.<p>
With thanks to the highway department planners, CCRW President Kelly Resley opened the CCRW business meeting.<p>
For the Americanism Committee, Art Plowman shared a reading from MORTAL DANGER by Tom Tancreado, "What it means to be an American."<p>
The Treasurer's balance was read and the Secretary's report was accepted.  
For the Literacy Committee, Judy continues to coordinate readings for children Saturday morning monthly at the Joliet Library.<p>
The Membership Committee requested updates of email addresses.<p>
For the Republican Central Committee, former Representative Andersen reported the new Treasurer is Tony Silva.  The State Convention was attended by Joann & Don Blyton and Chairman Jason Priest.  A new State Chairman, Will Deschamps, was elected (http://www.mtgop.org/NewsBack.aspx?guid=7acaff45-172c-4e85-aee8-3bef0f258043).<p>
Volunteers were solicited for the Republican 4th of July booth in Red Lodge.  Also, volunteers for the Boys & Girls Club Benefit with Montgomery Gentry on Labor Day weekend will be accepted (volunteers receive free admission).  The next Central Committee meeting will be July 9, 7:30 p.m., at the Lupine Inn in Red Lodge.  The annual Republican Picnic will again be at Kaleva Park, August 16.<p>

3.  YOU CANNOT ESTABLISH SOUND SECURITY ON BORROWED MONEY.<p>
4.  YOU CANNOT STRENGTHEN THE WEAK BY WEAKENING THE STRONG.<p>
5.  YOU CANNOT BRING ABOUT PROSPERITY BY DISCOURAGING THRIFT.<p>
6.  YOU CANNOT HELP LITTLE MEN BY TEARING DOWN BIG MEN.<p>
7.  YOU CANNOT FURTHER THE BROTHERHOOD OF MAN BY ENCOURAGING CLASS HATRED.<p>
8.  YOU CANNOT HELP HE POOR BY DESTROYING THE RICH.<p>
9.  YOU CANNOT HELP MEN PERMANENTLY BY DOING FOR THEM WHAT THEY COULD DO FOR THEMSELVES.<p.

	In effect, these great Americans, Messrs. Jefferson and Brandeis and Franklin and Lincoln, said to the world that the welfare state makes beggars of proud men, cowards of strong men and serfs of free men.  We all agree that these stalwart men of old enthroned in their hearts the tenets of individual freedom for the average American.<p>
